Operis recently completed a model audit of Balfour Beatty’s operating model for the Blackburn with Darwen and Bolton Building Schools for the Future PFI project.
Blackburn with Darwen joined the national BSF programme in January 2007. The Blackburn with Darwen and Bolton BSF programme involves a total of eight schools, some of which will be new builds and some of which will be refurbishments. This part of the BSF programme involves the refurbishment of Pleckgate High School and Darwen vale High School.
The project reached financial close in 12 January 2010. Operis also audited the financial model at this stage.
Construction began in 2010 and the total capital expenditure was £29 million. The project is expected to end in August 2036 following a 25 year operational period.
