The CFE / SKE consortium submitted its initial bid for the school PPP project in the German-Speaking community of Belgium on 2 February 2009.
The project involves the design, construction, financing and maintenance of seven schools. The procuring authorities are the Ministry for the German-Speaking Community and the City of Eupen.
The project has a 25-year concession period with a three year construction period and includes:
– renovation of the secondary school at the Royal Athenäum (KAE) in Eupen and the new build of a primary school and one sports hall;
– renovation of existing facilities at the Robert Schumann Institute (RSI) in Eupen and construction of a new complex;
– renovation and partial construction of the Institute of the German-language community (IDGS) in Eupen.
A total of four consortia have been short-listed for the initial bid submission:
– CFE / SKE;
– Besix/ Cofinimmo;
– BAM PPP; and
– Strabag.
Operis’ role was to construct the financial model used by the CFE / SKE consortium.
