The Zaanstad Prison PPP project reached financial close on September 27, 2013.
This EUR400 million project involves the development of a 50,000 square foot correctional facility in the Zaanstad region of The Netherlands. Once completed, it will comprise 624 two-person cells.
It is the first project to utilise the PEBBLE-Commute financing structure developed by ING and NIBC, in which a credit enhancement facility paves the way for a majority funding by institutional investors.
Having previously worked on the project at bid stage, Operis completed a formal audit of the financial close model for the sponsors Ballast Nedam, which included attendance at the financial close in Amsterdam.
