Financial close has been reached for the design, construction, operation and maintenance of a waste treatment and disposal facility in Western Macedonia, Greece on June 10, 2015.

The project was procured by Diadyma SA, the regional waste management body and will provide an improved approach to the treatment of residual waste generated in the region, which currently is disposed in landfills.

This project was the first waste management PPP project to receive binding offers in Greece and will be undertaken by a SPV EPADYM SA, a subsidiary company of Aktor Concessions SA and Helector SA. The financing is provided through the JESSICA facility from the Investment Bank of Greece (secured by the EIB), a VAT bond loan provided by National Bank of Greece, a separate EIB facility and a shareholder loan.

Operis was pleased to provide model auditing services, including a full tax and accounting review for the sponsors, the funders, and the Authority.
