On May 14, 2015, Prime, Balfour Beatty and HICL were confirmed as the preferred bidder to deliver the Primary Care Centres PPP Project in Ireland.
The project, expected to reach financial close in October 2015, involves the design, build and maintenance of 14 Primary Care Centres throughout Ireland. These sites will offer GP services and a number of community based services including dental and mental health services.
This is the first time that the procurement of Primary Care Centres has been bundled in this way and is also the first such PPP project in Ireland. It is hoped that the success of the project will lead to it becoming a pathfinder for future projects.
In its role as financial advisor to the winning consortium, Operis was responsible for, among other things, determining the financial structure of the project and preparing the financial model to support their bid. Operis will now work with the consortium to run a funding competition ahead of financial close in Q4 2015.
