In April 2011, the UK Government endorsed the allocation of £216 million of PFI Credits to the West Yorkshire Police Authority project. This will provide new divisional headquarters, custodial accommodation and a specialist operational training facility.
These facilities will be located at Elland Road in Leeds and Havertop Lane in Normanton, providing a modern, flexible working environment for staff and enabling better services to be provided to local communities. The new training centre will be located on a site at Carr Gate in Wakefield and will include firearms training ranges, driver training and public order training facilities.
The West Yorkshire Police Authority is expected to select the preferred bidder in October 2011 with an aim to reach financial close in May 2012.
Operis has worked with Balfour Beatty on a number of recent projects which have achieved a successful financial close, including North West Fire and Rescue and Cambridgeshire Street Lighting. On this occasion Operis was appointed by Balfour Beatty to perform a high level review of the financial model including a tax and accounting review and providing a letter of support.
