The Leeds Health Centre PFI project achieved financial close on 14 December 2011.
The project comprises the replacement of the existing Holt Park Leisure Centre with a new well-being centre. Construction is scheduled for completion in 2013, after which time the SPV will operate and maintain the facility for a further 25 years. Co-op Bank are providing the financing for the project.
Operis provided model audit services and a tax and accounting review on behalf of the sponsors (Interserve and Barclays European Infrastructure II), the lenders and Leeds City Council. This is the fourth of a series of BSF transactions which the sponsors have closed with Leeds City Council. Operis also provided model audit services for the previous three projects.
