On July 1, 2008, the Coentunnel Company began work on the Capaciteitsuitbreiding Coentunneltracé (Capacity Extension Coentunnel Section), a 30 year DBFM project. The authority, Rijkswaterstaat, are overseeing the Coentunnel Company’s management of the renovation of the first Coentunnel, and the construction of a second Coentunnel (including connections to the A8 and A10 motorways, and the reconstruction of the Coenplein motorway junction). The consortium is also constructing and renovating thirty-six flyovers and bridges, and will be responsible for financing the project and maintaining the completed works until 2037.
Operis reviewed financial models associated with this project previously at bid submission, financial close and also the first operating model audit in 2010, all for the consortium consisting of Vinci, Dura Vermeer, CFE, TBI Bouw, Besix, CFE, Arcadis and Dredging International.
The review on this occasion comprised a full audit of the revised operating model, resulting from updated financing documents and accounting and tax changes.
