The M25 Widening project, the biggest road project ever awarded by the Highways Agency, reached financial close on 20th May 2009.
This design, build, finance and operate contract involves a major widening of roughly 39 miles of the M25 London Orbital Motorway to four lanes in each direction. The £700m commercial funding will be provided by around 16 separate banks, with £400m additional funding provided by the EIB.
The contract will last for 30 years, with the scheduled completion of construction due in October 2012.
Operis was appointed by the Connect Plus consortium in August 2008 to conduct a financial model audit and provide a full tax and accounting review on behalf of the lenders, sponsors and the Highways Agency.
