This £180 million project involves the creation of the single site District General Hospital, by increasing the capacity of the existing Broomfield Hospital in Chelmsford, Essex and the closing down of St. John’s Hospital.
Key elements to be built at Broomfield Hospital are a new outpatients department, accident & emergency department, new facilities for patients requiring intensive care, new theatres for day surgery, a combined pathology department, a new maternity department, improved facilities for neo-natal intensive care, a new children’s department and a rooftop helipad.
Chelmers PLC owned by the three project sponsors Bouygues Consortium, Bouygues UK, Ecovert FM and HSBC Infrastructure Fund Management, will lead and manage the project, which is expected to become operational in 2010, until the end of the concession in 2043. These three companies have developed a strong working relationship and have a proven track record in the UK PFI healthcare sector.
Operis provided financial model due diligence services including tax and accounting advice, on behalf of the Consortium.
