Bids were submitted for the M11 Gorey to Enniscorthy Bypass contract, on December 16, 2014, located in the west of the Republic of Ireland.

The Project involves the design, build, financing, maintenance and operations of a 27km section of the M11 highway. It will include a 4 km dual carriageway connecting the new motorway to the existing N11 at Scarawalsh and a further 8 km single carriageway link from Scarawalsh to the N30 at Clohass. The bypass is expected to cost approximately €281 million to finance.

Three teams were short-listed for the project in November 2013. The teams were the BANBA consortium, Cintra and Meridiam and BAM PPP, PGGM and Iridium (ACS).

In support of BANBA consortium’s bid, Operis were pleased to undertake a high-level review of their model, including a review of the model’s tax & accounting treatments.
