Bids were submitted for the design, build, finance, operation and maintenance of two civic buildings in the Dutch municipality of Westland, in the South Holland province of the Netherlands, on June 16, 2015.
Procured by the Municipal Council of Westland, the project will provide a 6,000 sqm building to accommodate a civic centre and a 6,500 sqm municipal facility. Following the construction phase, the operating and maintenance concession will run for 25 years.
In support of the Facilicom consortium’s bid, Operis was pleased to undertake an audit of the financial model which included a review of the model’s tax and accounting assumptions.
