Bids have been submitted to design, build, finance and operate a preliminary waste treatment plant in Midlothian, Scotland.

The role of the plant will be to extract recyclable material, with the remainder of the waste being incinerated at a separate facility. Edinburgh and Midlothian councils began the tender process for the project in June 2013. It forms part of their joint Zero Waste initiative, which aims to reduce the proportion of waste going to landfill from 50% to 5%.

Financial close is expected mid-2015.

Operis provided a full audit of the financial model used by Viridor to produce its bid, together with a full review of the model’s tax & accounting assumptions.
