Windsor Infrastructure Partners (WIP) have submitted their bid for the South West Detention Centre P3 project in the Windsor area of Ontario, Canada.
Fengate Capital Management is the lead developer representing the consortium and expects to direct an equity investment to support the financing of the project. The WIP consortium comprises of 18 parties which includes SNC Lavalin Operations & Maintenance Inc, AECOM Services Inc and their advisers National Bank Financial.
The project involves the construction of a new male and female state of the art facility with a capacity of 315 beds. This new facility will help to ease the overcrowding issues at the existing Windsor Jail, and is expected to have a two year construction period, followed by 30 years of operation.
To accompany the bid OPERIS provided financial model auditing services on behalf of the funders and the consortium. OPERIS is also engaged to provide model audit due diligent services for the financial close on behalf of the funders and the consortium, subject to being awarded preferred bidder which is being announced in December 2010.
