Due to the increasing size of the prisoner population, the Scottish Prisons Service requires two new 700-person facilities in the central belt of Scotland. The Addiewell prison is to be located in West Lothian and is the first of these two schemes. It involves the design, construction, operation (including custodial services) and financing of the facility over a 25 year period.
Sponsors UKDS and Interserve, and funders Royal Bank of Scotland appointed Operis as due diligence advisers on the financial model, tax and accounting issues on this project which closed successfully on 20 June 2006. Ernst & Young provided financial advice to the sponsors during the bid phase.
