SHORT DESCRIPTION:

The authority wishes to establish a list of providers with the capability to build financial services and business related e-Learning modules.

Examples of subjects covered are (but not limited to).

Essential:

Financial Markets: Derivatives, Options, Money Markets, Risk Management, Securitisation, Macroeconomics, Investments, Budgeting and Financial Management. Accounting/Valuation, Credit Analysis, Bank Lending, Liquidity, EU regulation.

Product and technical courses on personal finance issues and products, e.g. Pensions; Savings & Investments; Borrowing and Insurance.

Financial Planning.

Executive / Leadership and Management Development.

Interpersonal skills.

Procedural training e.g. on processes and systems.

The Authority seeks to establish a framework of suppliers (2-3 envisaged) that can provide bespoke e-Learning services which include (but are not limited to):

a) Conversion of current classroom based courseware into e-Learning packages;

b) Hosting of said courses;

c) Formative and Summative assessment provision of candidates learning;

d) Payment system for courses and Audit & account tracking for courses sold;

e) Evaluation provision recording users feedback (and producing appropriate MI).

The framework is set up primarily for use by the Financial Services Authority. It is envisaged that Her Majestys Treasury and the new body which may be created following the proposals in the government's Reforming Financial Markets White Paper which requires the FSA to establish an independent consumer education and information authority, may also require use of this framework.
