The Highland Council are introducing Framework Agreements for the commissioning of consultants who wish to work with us to construct, improve and maintain our buildings and help to deliver our capital and revenue investment programmes.

The Framework Agreement will cover all relevant professional disciplines, and include for categories of work for repairs, maintenance and minor works, and new build projects in various construction cost bands (ranging from 0 GBP to over 1 000 000 GBP).

The disciplines to be included are construction related consultancy services for Architecture, Architectural Technologists, Landscape Architects, Quantity Surveying, Asbestos Surveying and Management, Mechanical and Electrical Engineering, Civil and Structural Engineering, Building Surveying, Building Services Inspector / Clerk of Works, Topographic Surveyors, Project Managers and CDM-Coordinators.

Objective criteria for choosing the limited number of candidates: Consultants will be required to complete a pre-qualification questionnaire (PQQ) for this framework. The purpose of the PQQ is to identify a number of suitably qualified and experienced companies who will be invited to submit a Fee Offer. The Highland Council will use the information provided in response to the PQQ to determine which organisations are most suited, in the opinion of the Evaluation Panel, in terms of technical knowledge and experience, and organisational and financial standing to submit a Fee Offer. ADDITIONAL INFORMATION:

The Highland Council are developing the use of Constructionline and CHAS Registration as part of their pre qualification requirements for consultants applying for property related construction works. The initiative intends to avoid repetitive requests for general information at pre qualification stage. However, the Council cannot insist on Constructionline Registration and must allow non registered contractors to be assessed to an equal standard - CHAS or equal and approved registration will be required within six months of appointment to the framework.

The Fee Offer Documents will be issued to short-listed consultants in February 2010. It is anticipated that the successful consultants will be appointed in March /April 2010.

Award criteria will ultimately be by further evaluation of Fee Offers from the short-listed consultants carried out on a price/quality basis. Details of the evaluation criteria and weighting will be included in the Invitation To Tender documentation.

Companies should note that the tendering exercises will be conducted via the eProcurement Scotland Electronic Tendering System in respect of which full instructions and guidance will be provided to companies responding. As such, the e-mail address of the person to whom Fee Offer documentation should be issued electronically and who will return the Fee Offer documentation will be required as part of the expression of interest. Completed questionnaires may also be returned in hard copy, using the address label provided. The Council will analyse the responses to the PQQ in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those Applicants that have the economic and financial standing and technical or professional ability to deliver the project. Rejection shall be automatic unless the potential bidder is able to demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relation to the provision of services forming the subject of the potential bidder’s expression of interest. Closing date for receipt of completed PQQs is Friday 8th January 2010 at 12 noon.

Submissions made after this time and date will not be considered.

Collabarative arrangements:

Highlands and Islands Fire and Rescue Service shall be able to purchase from any part of this Framework if desired and Northern Constabulary shall be able to purchase certain disciplines not covered by their existing framework. There is however no guarantee of any Consultancy being purchased by either of these named authorities.
