Short description of the contract or purchase(s):

Community Health Partnerships (CHP) wishes to establish framework arrangements for the Contracting Authorities to purchase quantity surveying services in connection with New Projects delivered through the LIFT programme. The framework providers selected onto the quantity surveying services framework will also be eligible to provide services in connection with the selection of a private sector partner from the Express LIFT framework.

The quantity surveying services required by the Contracting Authorities will be at a local level, be specific to a particular geographical area and will generally amount to the review of proposals submitted by LIFT companies in connection with the preparation, submission and approval of business cases.

LIFT is a public/private partnership initiative introduced in 2002 to address underinvestment health and primary care infrastructure. To date, 47 local PPP companies have been established across England with the purpose of working with various public sector bodies to plan, identify, develop and deliver new and refurbished premises for the provision of health and social care. More than 200 individual projects have been procured through LIFT at a value of approximately 2bn GBP. More recently, in Spring 2009 a national framework of private sector partners (the Express LIFT framework) was established to make the benefits of LIFT available to the rest of England with greater expediency and reduced expense. CHP plans to establish a framework agreement under which up to 8 organisations will be appointed to provide quantity surveying services to the Contracting Authorities.
