The Welsh Assembly Government recognises the importance of broadband for businesses, citizens and all its communities — including those in rural areas.

It is vital to ensure that the underlying ICT infrastructure in Wales is equal to the challenge — and helps build a thriving and prosperous economy. This is why the Welsh Assembly Government invests in broadband and ICT infrastructure.

To support effective investment in ICT infrastructure, the Welsh Assembly Government is seeking to procure suitable organisations to provide support to the Department of the Economy and Transport's ICT Infrastructure Projects Team. Successful organisations will be appointed to the ICT Infrastructure Projects Support Call Off Contract under the following lots:

Lot 1 — Passive network infrastructure.

Lot 2 — Active network equipment and new technologies.

Lot 3 — Research, regulation and pricing support.

Lot 4 — Contract and commercial support.

Lot 5 — Assurance qervices.

It is envisaged that the awarding Authority will appoint the highest scoring supplier to each of the lots listed above. Each lot will be evaluated individually and a supplier awarded to each lot. Suppliers can apply for more than one lot.

The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liability.

Payment terms will be indicated in the contract documents. Tenders to be priced in Sterling. Payment made in Sterling only.

No special legal form required but joint and several liability assumed by all group bidders before acceptance.

INFORMATION ABOUT LOTS

 

LOT NO 1 TITLE: Passive Network Infrastructure

1)

SHORT DESCRIPTION:

The Welsh Assembly Government is seeking an organisation to provide technical advice and support on Passive Network Infrastructure. Advice and support will be required on established ICT Infrastructure owned by the Welsh Assembly Government, grant funded projects where the Welsh Assembly Government contributes investment and any future projects over the call off contract duration.

The successful organisation will be required, from time to time, to project manage and deliver ICT infrastructure minor works in conjunction with DE&T Regional Property Teams in development of Welsh Assembly Government strateigc sites in order for future deployment of open access networks. The successful organisation may also undertake Clerk of works duties on behalf of the Welsh Assembly Government to ensure works are delivered to appropriate quality standards and to maintain delivery to agreed programme of works.

Passive Network includes but is not limited to ducts, chambers, dark fibre, towers, local access fibre and facility builds. Organisations will require an in depth knowledge of the New Roads and Street Works Act 1991 and National Joint Utilities Group code of practice, where applicable, in deployment of ICT infrastructure across Wales.

The successful organisation will require in depth knowledge of the application of Code Powers under the Telecommunications Act 2003 when deploying ICT Infrastructure across Wales.

The Welsh Assembly Government is looking for research, regulation and pricing support for ICT Infrastructure Project's Team relating to deployment of ICT infrastructure across Wales.

The successful organisation will advise on the following areas (although not limited to):

Provide advice and support on the deployment of Next Generation Open Access Networks.

Support the Welsh Assembly Government in development of and continued benchmarking of wholesale pricing for broadband for an Open Access Model to ensure its competitiveness with other areas of the UK.

Advise on State Aid Matters relating to ICT Infrastructure.

Support the Welsh Assembly Government in researching the availability of communications infrastructure across Wales (including, but not limited to, fixed and wireless broadband and mobile telephony) and identifying gaps in coverage, including those areas that may not receive the minimum level of broadband (currently 2Mbps) under the proposed Universal Service Commitment.

Track the take up of broadband and mobile telecommunications services and benchmark with other UK regions.

Undertake market assessment to establish the long-term opportunity for securing data centre services in Wales.

The Welsh Assembly Government is looking for contract and commercial support to help and advise the ICT Infrastructure Projects Team on a range of commercial activities relating to deployment of ICT infrastructure across Wales.

The successful organisation will advise on the following areas (although not limited to):

Complex PFI/PPP contracting arangements ensuring value for money is delivered for ICT Infrastructure Projects including Revenue Sharing Mechanisms.

Value of ICT Infrastructure Assets created including means of depreciation.

Broadband network architecture and the cost pressures within its Supply Chain, and specifically Open Access or Operator Independent Networks.

Broadband network architecture and the cost pressures within its Supply Chain, and specifically whether your organisation has experience in Open Access or Operator Independent Networks.

Where required, produce Strategic, the Outline and the Full business cases in line with HMT Green Book guidance and the Office of Government Commerce’s (OGC) ‘Five Case Model’ standards for the preparation of business cases.

Advise on appropriate levels of Insurance for Public Private Initiatives including Construction All Risks, Public and Product Liability Policies.

Duties will include:

Audit and validate accounting methods.

Advise on Financial Reports or any other information relating to defragment of funds.

Reporting on non financial performance matters.
