Short description of the contract or purchase(s):

Sandwell MBC is entering a new and exciting phase of development.

The new Developer Framework will be more efficient and will offer longer term commitment to partners for their investment and to Sandwell MBC. It will offer economy of scale for all developers and added value. Operating at the strategic and operational level, the Framework will ensure maximum support to the Housing Strategy and Local Investment Plan agreed with the Housing & Communities Agency. Partners will be able to work on the large scale redevelopment plans for the borough, for example in West Bromwich and Smethwick. Partners will work with and support the ambitions of the Sandwell Partnership, bringing in their own dedicated resources, as well as working with other registered partners and developers to maximise investment potential and seeking new and innovative funding models, such as PFI or Community Stewardship. Our agenda is transformational and ambitious; we are looking to produce UK exemplar schemes. We have to fulfil the requirements of the Housing Needs and Demands Study, developing through a variety of methods and delivering approximately 700 new homes per annum and delivering the Local Area Agreement targets for 2012 and thereafter.

As the first phase, after completing an extensive public sector demolition programme and undertaking neighbourhood plans on three estates and a master plan in the Smethwick area, Sandwell MBC is now seeking to appoint a range of partners to assist with the redevelopment and regeneration of the cleared sites and make a positive contribution to the borough and its residents.

Based on the views of the community obtained during various consultations, the partnership will deliver all types of building, from specialist accommodation to large mixed tenure developments and community buildings and community regeneration programmes. For some schemes, partners will be expected to provide services; this will be in specialist accommodation, such as extra care or a complex needs housing scheme.

It is intended to appoint up to 6 registered partners with Homes & Communities Agency investment status and a maximum of 4 smaller, local, specialist partners, with or without investment status. It is therefore important to us that you specify whether or not you wish to be considered as a small / specialist provider or a large/volume developer and provide a family tree of your proposed consortium arrangement.

Once appointed, successful partners will be chosen to undertake a project in line with their specialism, capacity and other criteria.

Sustainability is important to us and Sandwell MBC is aspiring, where possible, to be zero carbon by 2016 for all new projects. Our ambition is to reach the following codes as shown:

— By 2010 - code 4 (+ 25 % efficiency),

— By 2013 - code 5 (+44 % efficiency),

— By 2016 - code 6 - zero carbon.

All large schemes and projects will be reviewed by CABE/MADE to ensure the design is sustainable. In addition, you will need to show that you understand and build to Lifetime Homes and Neighbourhoods criteria, using Building for Life Standards and Modern Methods of Construction.

Successful applicants must be willing to work with the Council and a range of associated partners and actively assist the Council in its agenda of community cohesion and its 2020 vision.
