NS&I background:

NS&I (National Savings and Investments) is a government department and executive agency of the Chancellor of the Exchequer. It is one of the UK's largest retail savings and investments organisations with invested assets of over 96 billion GBP from approximately 27 000 000 customers. NS&I's role is to help reduce the cost to the taxpayer of UK Government borrowing. This is achieved by offering a portfolio of secure retail financial savings and investments products to UK customers, providing a cost effective means of contributing towards the national debt compared with raising funds on the wholesale market.

Our products are available direct through our website and our UK call centres. We work closely with Post Office Ltd and WHSmith, who act as the retail face of NS&I nationwide. Financial intermediaries are another important sales channel for us. We also work closely with our partners Siemens (SIS) who have managed the sales processing and customer servicing side of our business since 1999. The NS&I team of 150 personnel is based predominantly at our office in Kensington, London.

As a government agency, we are not regulated by the FSA, but we aim to lead rather than follow its principles, especially with regard to "treating customers fairly".

General requirement:

Legal advice and support to NS&I in relation to any and all aspects of the operation of the business. Key requirements of the service are supporting the re-tender of the operational and IT management aspects of the business and then ongoing support during the first years of the subsequent contract but also includes commercial advice with regards to other key contracts including Post Office Limited and WH Smith.

We envisage this to be predominantly in the subject area of "Full Commercial" and "Employment & Pensions" (work starts on the SIS re-tender in April 2010, the contract is currently worth circa 100 000 000 GBP per annum).

Bidders must confirm that they are able to provide advice for both English and Scottish law, either through your own organisation or through an agreement you have with a Scottish Legal Practice.

Services will be required on a call-off basis during the life of the contract. Work requests may be in respect of projects of varying sizes or individual issues or cases.
