FRAMEWORK AGREEMENT: II.4) SHORT DESCRIPTION OF
NATURE AND SCOPE OF WORKS: The Council is seeking
interest in the development of a range of commercial and industrial projects
that will secure new employment opportunities on four prepared development
sites that constitute the The scope is for both
speculative and bespoke developments to meet needs identified by both the
Council and by the prospective development partner. Preliminary designs have
been completed for two specific projects on one of the development sites. The
first is a 2 521 sq m business incubator centre (the Acorn Centre) providing
accommodation for 25 pre start, start, and growth micro businesses. The second
is a low carbon building (OCO2), which should be an exemplar in terms of
design, building technology, renewable energy and sustainability principles.
The building would provide 2 840 sq m and accommodate 22 businesses within
the environmental goods and services sector. Both projects should be designed
to BREAAM ratings/BREAAM outstanding or European equivalent or such other
standard as the Council shall deem acceptable and will be operated as managed
and serviced buildings. It is envisaged that the
Council will enter a long term public private partnership for the development
