contract or purchase(s): Provision of technical
consultancy services to the Programme Management Unit of the Private
Infrastructure Development Group (PIDG). PIDG is a multi-donor facility whose
mission is: "to mobilise private sector investment to assist developing
countries to provide infrastructure vital to boost their economic growth and
combat poverty". Since its launch in
2002, the PIDG, using The Private Infrastructure Development Group Trust
(PIDG Trust), has established four companies aimed at helping to counter
specific constraints to private sector investment in developing countries: — The Emerging
Africa Infrastructure Fund Ltd (EAIF), which provides long-term hard currency
debt to sub-Saharan developing countries, — GuarantCo Ltd (GuarantCo),
which provides local currency guarantees to the poorer developing countries
world wide, — InfraCo Ltd (InfraCo Africa),
which develops large scale green-field infrastructure projects in — InfraCo Asia Development Pte. Ltd (InfraCo
Asia), which has been recently established to act as an early stage developer
and investor in green field infrastructure projects in Asia in order to
create viable opportunities for investment by the private sector and
public-private partnership infrastructure of developing countries. The PIDG has established
a Technical Assistance Facility (TAF) within the PIDG Trust which provides
grant funds for local capacity building and support in association with
projects developed by the PIDG Trust companies and DevCo.
The PIDG Trust has
entered into an agreement with the IFC (on behalf of the World Bank Group)
under which the Infrastructure Development Collaboration Partnership Fund (DevCo) has been established, which provides grant funding
for specialist consultants required by the IFC's
Advisory Services in assisting developing country governments to bring in
private sector investment to the existing infrastructure services. The PIDG Trust members
have contracted a Programme Management Unit (PMU) to manage its day to day

time a need to call upon a broad range of expertise to support it including: (i)
