contract or purchase(s): The contracting
authorities are seeking an innovative Information and Communications
Technology ("ICT") managed services partner to provide ICT
services, ICT assets and associated infrastructure in secondary schools in
Portsmouth (and possibly for the primary school sector within Portsmouth, BSF
schools on the Isle of Wight, for Further Education Colleges in Portsmouth
and possibly BSF schools for other Local Authorities in the South of England
and possibly other Portsmouth City Council corporate services). Portsmouth City Council
intends to enter into a Strategic Partnering Agreement (SPA) with the ICT
managed services provider, which will set out how the ICT managed services
provider may provide further ICT services , ICT assets and associated
infrastructure in the future. The ICT partner will be
required to provide Partnering Services which may comprise of the following
services: (a) strategy advisory services; (b) programme management services;
(c) project development services; (d) procurement consultancy services; and
(e) procurement and delivery or management of all services required
(including through the provision, integration and management of supply chain
arrangements). It is anticipated that such services may include: ICT Design:
educational support services; education programme development services;
educational strategy services; and relevant professional services for a
period of up to 10 years. The Building Schools for
the Future programme at The LEP and the ICT
managed services provider will be required to commit contractually to work
together to deliver the Portsmouth City Council BSF programme. Furthermore,
the ICT managed services provider will be required to work to the timescales
agreed by Portsmouth City Council and the LEP. The It is envisaged that the
secondary school services (and possibly services to the primary sector, FE
sector and other Local Authorities) being provided by the ICT managed
services provider will include, but not be limited to: (a) local and network
services; (b) learning platform
technologies; (c) management
information systems; (d) application
services; (e) provision,
management and maintenance of ICT assets; (f) provision,
management and maintenance of associated infrastructure; (g) programme management
services; (h) apprenticeship
opportunities; (i) ICT training; (j) other communication
services; and (k) integration with
building management services Following contract
signature and ahead of the delivery of the full managed service, it is
anticipated that the ICT managed services provider shall, from an appropriate
date to be agreed between both parties, take over the Portsmouth secondary
schools'(as defined in the Descriptive Document) existing ICT. This early
service is expected to be provided, in accordance with the agreed form BSF
ICT Services Contract. A draft of this agreement shall be provided with the
Invitation to Participate in Dialogue documentation. These secondary schools
will continue to use the early service until they start their full service
commencement at which point the ICT managed services provider will provide
the full managed service to the relevant school, in accordance with the
agreed form BSF ICT Services Contract. It is envisaged that the
early services will be provided by the ICT managed services provider for an
approximate period of 18 months. The full ICT managed
service will run for a period of 5 years from the start of the full services
commencement date for the first secondary school. This is to ensure that all
secondary schools have a common end date. The term of the BSF ICT Services
Contract may be extended for up to a further 5 years, if both parties agree.
It is envisaged that the term of the SPA will be for the same duration as the
contract term. The ICT managed services
provider may also be required to provide ICT services, ICT assets and
associated infrastructure for secondary schools in the administrative area of
the The provision of ICT
services, ICT assets and associated infrastructure may also be extended to
colleges of further education and other corporate local authority services. The main focus of the
programme is for delivery of services to the BSF schools, however in the
interests of developing a long term partnership, the scope has been expanded to
include additional services. The award of any additional services will be
contingent on satisfactory performance of the BSF project and with the
agreement of both parties. Portsmouth City Council
may consider in due course the provision of the ICT aspects of other services
currently provided by Portsmouth City Council. The following (non-exhaustive)
list is an example of the following facilities or public services: (a) educational
facilities (including secondary schools and may include primary schools,
academies, and trust schools); (b) CCTV; (c) Local Authority or
School Education Services; (d) Community Wardens; (e) Council Tax; (f) Enterprise Centre's
(including Portsmouth Craft & Manufacturing Industries); (g) Entertainment &
Leisure Management; (h) Environmental
Services; (i) Grounds Maintenance (parks and recreation); (j) HR Services; (k) Insurance Services; (l) PCC and school ICT
Services; (m) Legal Services; (n) Libraries; (o) Local Taxation; (p) Museums; (q) Parking Services (r) Port operational
Services; (s) Procurement; (t) Property Services; (u) Youth Services. In evaluating bid
submissions from prospective Bidders, Portsmouth City Council will prioritise
importance on the provision of the services in the following order: 1) Portsmouth City
Council BSF programme 2) Additional services
for Portsmouth City Council Primary and Further Education Sectors, and for
the Isle of Wight BSF programme 3) BSF and other
services for Other Local Authorities 4) Additional non

CONTRACT II.2.1) Total quantity or scope: The total estimated
capital value of the ICT assets covered by this procurement will be in the
region of 13 200 000 GBP for the Portsmouth BSF ICT services contract. The estimated value of
the managed services element covered by this procurement will be in the
region of 12 000 000 GBP (1 200 000 GBP annually, excluding the provision of
early services) for the Portsmouth BSF ICT full managed service. The estimated cost of a
managed service for the primary school sector in Additional capital
provision for projects for the Isle of Wight programme, Further Education
colleges in Portsmouth and other Local Authorities may be in the region of 25
000 000 GBP. ICT managed service provision to the Isle of Wight BSF
programme, Further Education colleges in Portsmouth and other Local
Authorities may have an estimated value of 11 500 000 GBP(subject to the
individual organisations option to choose the BSF Services Contract). The value of the
additional ICT services to To summarise the above,
the range has been calculated as follows: Portsmouth City Council
BSF capital provision = 13 200 000 GBP. Portsmouth City Council
BSF managed service (10 years) = 12 000 000 GBP. Portsmouth City Council
Primary Sector managed service = 7 000 000 GBP. Capital provision for
the Managed service for the ICT provision for other
Portsmouth City Council Services = 300 000 000 GBP. Please note the lower

options: The ICT managed services contract and the ICT SPA will be for a
period of 5 years with an option to extend for a further period of 5 years
(upon agreement of both parties) for delivery of the full service. Early

from the date of despatch of this notice until 30.10.2009, 12:00 hrs. It is
anticipated that the invitation to participate in the dialogue be sent to
short listed bidders by 16.11.2009. Section IV.3.4 -
Expressions of interest must be by way of completion and return of the PQQ by
the date and time specified in Section IV.3.4. Bidders are required to
register their company details on the Intend system, no charge is made for
registration or access to this system. Full details and user guides on how to
