Shropshire is considering the selection and appointment of bidders to deliver the design and construction of 400 Extra Care Housing units on eight sites across the county under the Homes and Communities Agency (HCA) 6th Bidding Round and additional units to deal with the ever changing needs of an increasingly older population, giving due recognition to the need for dementia care places. Estimated cost of works excluding VAT: 148 000 000 EUR.

This notice is not an invitation for formal expressions of interest and is issued for the purpose of seeking organisations who wish to take part in a market-sounding exercise in the form of a bidders day.

All new build on sites across various locations in Shropshire.

Extra Care Housing.

Shropshire is one of the ten authorities invited by the HCA in July 2009 to proceed to the next stage of the bidding process and develop an outline business case (OBC), subject to the scheme continuing to demonstrate value for money and meet the relevant criteria.

Shropshire Council intends to construct the units with associated communal facilities on eight sites spread across the whole county.

The maximum level of credits for the scheme is 119 000 000 GBP and the current target date for the submission of the OBC is April 2010.

Social Care Flexible Living.

Shropshire Council are also considering the construction of care facility for dementia clients at each of the sites.

Within this background Shropshire Council will hold an open day on 6.11.2009 to provide potential bidders with some early more detailed information on the project. Copies of the presentations and a summary of responses given in open questions will be made available following the open day. Attendees will also be offered one to one sessions with members of Shropshire’s Project Team and their advisors should they so wish. Potential bidders should note that at this early stage the values and other information given in this PIN may change as Shropshire Council develops its procurement strategy.

Potential bidders are therefore invited to register for the open day for which further details will be made available in briefing packs to be issued prior to the meeting.
