Strategic, financial and technical advisers are required to provide detailed advice and assistance in advance of and throughout the course of an ongoing procurement programme delicering a wide ranging managed ICT service to schools in Northern Ireland.

QUANTITY OR SCOPE OF THE CONTRACT

II.2.1)

Total quantity or scope:

Called off services in the first instance will be in respect of a major procurement for managed ICT services for schools, to commence in early 2010 under the Competitive Dialogue procedure.

This will include advice and assistance with regard to contract notices, pre-qualification of interested service providers through to the finalisation of final contract terms and related documentation.

In particular, the appointed strategic, financial and technical advisers will be required, for each relevant procurement, to:

a) Contribute to the development of relevant procurement and contractual documentation and the definition of the financial evaluation criteria to be applied in the selection of suitable bidders;

b) Provide support in the conduct of application of relevant EU and UK procurement regulations and associated procedures (specifically the Competitive Dialogue procedure);

c) Provide advice on Public Private Partnership, PFI and other relevant procurement initiatives and options, including evolving government policy in this area;

d) Advise on the procurement issues specific to ICT systems and services;

e) Contribute to the development of relevant procurement and contractual documentation and the definition of relevant evaluation criteria to be applied in the selection of suitable bidders;

f) Participate in the detailed dialogue with bidders and contribute to the development of the contract terms;

g) Provide professional accounting advice in relation to treatment of PPP contracts;

h) Provide specialist advice in areas such as TUPE, insurance, market sounding; and

i) Contribute to the development of relevant Business Cases compliant with Treasury Green Book and other local guidance.

These requirements are further elaborated in the Terms of Reference.

Further services may be called off in relation to existing contracts and further procurements associated with the C2k programme during the course of the framework term.

(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;

(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;

(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
