Short description of the contract or purchase(s):

English Heritage is developing a project for a new approach to visitor facilities and management at the Stonehenge World Heritage site, Wiltshire, England. A Visitor.

Transit System (VTS) will be required to transport visitors in each direction between the new visitor centre and one or more drop-off points, over a route length of approximately 2 km with gradients of up to 5 %. The route is mainly over an existing road (the A344), which will no longer be open to general traffic. Complete segregation is unlikely to be feasible and the road may need to be shared with pedestrians and cyclists. The peak design load is 850 passengers per direction per hr. Because of the extreme sensitivity of the World Heritage landscape the system must cause minimal physical, visual, and noise intrusion. The system will provide a high quality journey experience for passengers, with onboard interpretation facilities, and carriages that can be covered and will be suitable in a variety of weather conditions. Each VTS unit must include access for wheelchair users and those with other disabilities. Low emission fuels and efficient power systems are required for sustainability reasons and because the system will pick up/drop off adjacent to the visitor centre building and the stones. The system will need to be proven in full commercial operation, accord fully with relevant UK safety and operational requirements, and demonstrate a high level of reliability. Systems, which can be upgraded incrementally in line with developments in fuel and power technology, will be preferred. High operating speeds are not required (circa 20 km/hr is deemed appropriate). It is envisaged that each VTS unit will incorporate circa 4 trailers pulled by a vehicle, and shall be sufficient to transport a minimum of 70 (and preferably 110) seated passengers per journey. Standing passengers will not be permitted. The towing vehicles must be capable of operation on the public highway for fuelling (if carried out off-site) and servicing etc. from time to time, but the trailers will remain on site in for normal operation and maintenance.

Expressions of interest are sought from suppliers who can design, build, and maintain suitable systems. If opportunities exist for extending the scope of the contract to include operations and finance these will be viewed favourably as the preference is to sub- contract/lease the entire VTS operation. The contractor will be required, inter alia, to develop the transit system designs in co-operation with the wider project team; supply and install all necessary vehicles, control and communications systems, fuel and power supply if specialised on-site facilities are required, ancillary operating infrastructure and equipment (not including stations or drop-off points); procure all appropriate operating and safety certification; carry out full operating trials; provide operator training; and supply scheduled and emergency system maintenance on-site and off-site as appropriate. The system will need to operated out of hours in addition to normal visiting hours, and must be capable of operation after dark. It should also be noted that the road will be used from time to time by agricultural vehicles.

Respondents should indicate the types and characteristics of systems they propose, and how they fit the requirements set out above. Preliminary indications of costs, subject to detailed design, will be required at this stage. Respondents should also demonstrate their experience of designing and providing transit systems in similar applications, and should indicate the nature of the contract they would be able to enter in respect of the system(s) they propose.

The use of third party funding and operating bodies will be allowed in line with English Heritage and EU procurement rules and regulations.
