output in call centre and public facing environments, and interfaces with
third party organisations. The system must be capable of supporting a dataset
of at least 3 000 public transport services and providing a multi-modal
door-to-door journey planner on at least a UK regional scale. The system does
not include the operation of the traveline call centre. SWPTI is looking for
innovative and efficient solutions for the provision of the system that
might, for example, include web-based or SQL type technologies where

COMPLEMENTARY INFORMATION VI.1) THIS IS A RECURRENT
PROCUREMENT: No. VI.2) CONTRACT RELATED TO A
PROJECT AND/OR PROGRAMME FINANCED BY EU FUNDS: No. VI.3) ADDITIONAL INFORMATION: Each applicant will be
required to complete a PQQ to provide the information required for Sections
III.2.1, III.2.2 and III.2.3. The PQQ also contains the minimum standards and
the process that will be used for shortlisting. The PQQ is available free of
charge from the contact point set out in I.1 and must be returned by
9.10.2009. The contracting authority's requirement is for a mix of services
and supplies but the contracting authority's view at the date of publication
of this notice is the predominant purpose is services. The contract will
allow the contracting authority to extend the contract from the initial 5
year period for up to 2 further 2 year periods and will include the options
to add new ways of presenting information to customers such as text and
e-mail, the addition of data for other modes such as air, and the integration
of demand responsive transport journeys. The anticipated contract values take
account of these options. The contract length stated in II.3 excludes the
options to extend. The anticipated start date of the contract is 1.4.10. The
contracting authority does not bind itself to enter into any contract as a
result of publication of this notice and will not, under any circumstances,
have any liability for any costs any person responding to this advertisement
incurs in any part of this tender process. VI.4) PROCEDURES FOR APPEAL VI.4.1) Body responsible for
appeal procedures: VI.4.2) Lodging of appeals: Precise information on
deadline(s) for lodging appeals: SWPTI will incorporate a minimum 10 calendar
day standstill period from the date of information on the award of the contract
is communicated to tenderers. This allows unsuccessful tenderers to seek
further debriefing from the contracting authority before the contract is
entered into. Such tenderers have 2 working days from the notification of the
award decision to request additional debriefing and that information has to
be provided a minimum of 3 working days before the expiry of the standstill
period. Such additional information should be requested from the contact
point stated in this notice at Section I.1. If an appeal regarding the award
has not been successfully resolved the Public Contracts Regulations 2006 (SI
2006 No 5) (as amended) provide for aggrieved parties who have been harmed or
are at risk of harm by any breach of the rules to take action in the High Court
in England, Wales, and Northern Ireland. Any such action must be brought
promptly and generally within 3 months. Where a contract has not been entered
into the court may order the setting aside of the award decision or order the
authority to amend any document and may award damages. If the contract has
