Collection and Management (2010) 1) SHORT DESCRIPTION: The support will cover the
identification, collection, validation, classification and recording of
corporate data to support the on-going development and maintenance of a
variety of strategic systems covering infrastructure and non infrastructure
assets. This will also include activity based information as well as
condition and performance data as well as information relating to leakage
management to support the estimation of demand. The data will be used to
support the investment programme as well as improvements to operational
performance and will involve working closely with technical and operational
staff. There will also be a requirement to collect data from operational
sites, on public highways and private property. Consultants will be required
to liaise closely with Scottish Water staff as well as a number of Delivery
Partners, contractors and consultants as required. The entire operational
area covers all Mainland and Island Envisaged number of
suppliers under this 2) COMMON PROCUREMENT
VOCABULARY (CPV): 71800000. 3) QUANTITY OR SCOPE: Total value of work
during the period of 2010 to 2014, estimate 8 000 000 GBP. The services will
predominately be identification, collection, validation, classification and
recording of corporate data to be used for a number of strategic systems.
These will include spatial data for systems such as GIS, asset data for
systems such as works management, cost data for systems such as engineering
estimating and as well as a variety of business data. Spatial Data will be
required for input into Geographical Information Systems (GIS) This will
involve collation of record drawings, as constructed drawings as well as site
surveys to confirm asset locations and other details. The use of
sophisticated location techniques such as Ground Penetrating Radar may be
required for critical assets etc. spatial data surveys can be costly.
Innovations in the way data is managed which may reduce cost and ease uploads
into the corporate GIS will be required. Where surveys are carried out to
identify the location of infrastructure assets, a high degree of spatial
accuracy will be required. Beyond obtaining data, whether by collation or
survey, resources may be required to enter/upload data into GIS. Asset Data will be
required for the Works Management System (currently Ellipse) as well as Works
Manuals and user guides (in systems such as Documentum). Asset Data may be
required at process units or equipment levels to include location, capacity,
and condition as well as performance information. Cost Data will be
required for cost estimating and cost capture systems such as EES
(Engineering Estimating System) as well as data used to establish unit
operating costs. Business Data will be
used to support Scottish Water in its day to day activities, for statutory
reporting and business planning etc. Stringent checks on the
quality and completeness of the information will be required to support the
allocation of confidence grades to the data. Targets for the improvements in
confidence grades will be used as a measure of performance. Consultants will be
required to work closely with Scottish Water, Scottish Water Solutions,
Scottish Water Contracting and a number of Delivery Partners while carrying
out their duties and any data collected will at times be in strictest
confidence. Scottish Water is
looking, wherever possible, to produce cost-effective systems to support the
achievement of efficiency targets and this will involve the use of innovative

affiliated organisations. 1) SHORT DESCRIPTION: The support will cover
the provision of project management services primarily at Project Manager and
Senior Project Manager levels across a variety of projects ensuring that work
is delivered on time, within budget and to the required quality. Projects
will include improvement works related to water and wastewater assets
covering both Infrastructure and Non-Infrastructure schemes. Provision of
some contract management support may also be required. Services may be required
for individual projects or portfolios of projects and close liaison with
technical and operational staff will need to be maintained to ensure their
successful delivery. The entire operational

provided under the framework will be for the provision of project management
staff on secondment to support Scottish Water in the delivery of its
Investment Programme. This may be individual Project Managers responsible for
a project or a number of projects or for Senior Project Managers responsible
for managing a number of Project Managers covering a range of activities. The projects will cover
civil engineering works as well as Mechanical & Electrical,
Instrumentation, Control and Automation installations. These will be in
relation to new works as well as upgrading and improvement works on existing
assets. Improvement works will be required on both Water and Wastewater
Infrastructure and Non-Infrastructure assets. Project Managers will be
actively involved in CDM management and co-ordination duties as well as Risk
Management and Mitigation. Strict management of projects to time, cost and quality
is essential together with the requirement for comprehensive planning,
monitoring and reporting on progress and the provision of early warnings if
necessary. These services may also
include some contract management services including advising on the selection
of contractors, contractual arrangements, assisting with the establishment of
Target Costs and the monitoring of financial transactions during the course
of the works. Consultants will be
required to provide technical teams to carry out project reviews. They will
also be required to provide regular reports and information to support the
production of a range of Key Performance Indicators. Consultants will be
responsible for liaising technical and operational staff as required as well
as with members of the public, landowners, other utilities, highway

odour) and sludge treatment processes as well as part processes on specific
schemes. This may include audits on wastewater and sludge flow and loading
calculations and advice on discharge standards and treatment process capacity
of existing assets. Clear reports detailing advice on process improvements
and other recommendations will be required to be provided. Consultants will be
required to provide advice on research opportunities as well as current
developments in the Water Industry. Independent reviews and expert witness
services for technical matters will be required as well as support for
submissions for technical approval and funding. The operational area
covers all Mainland and Island Envisaged number of
suppliers under this 2) COMMON PROCUREMENT

during the period of 2010 to 2014, estimate 2 500 000 GBP. The framework may be
used to procure services for technical and process audits to ensure proposed
improvement works will meet the output requirements. Design Assurance and
Audits will be required as will Peer Reviews to ensure that proposed schemes
meet both business and technical requirements. Audits and specialist
investigations in relation to specific aspects at a number of PFI Schemes may
also be required. The services will cover
detailed investigations for complex processes as well as analysis of
component parts of processes in relation to capital investment, capital
maintenance and operational improvements to meet output requirements as well
as efficiencies. Audits on Dry Weather
Flows and wastewater, odour and sludge flow and loading calculations,
including flow surveys, may be required as will advice on process capacity of
assets and appropriate discharge and sludge treatment standards. Reports detailing advice
on the suitability of proposed process improvements, and other
recommendations or options will be required to be provided for specific
schemes. Provide advice on impact
of proposed process improvements on downstream processes (i.e. new trade
discharges on wastewater processes, impact of wastewater treatment process
changes on sludge treatment). Consultants will be
required to provide advice on research opportunities and assist with setting
up trials and measuring potential benefits. Advice on current developments in
the Water Industry which may be of benefit to Scottish Water may also be
required. Independent reviews and

cover support for specialist planning & environmental law and advocacy. The Framework Agreement
will cover the provision of Planning and Environmental Consultancy Services

under the framework may be engaged directly by Scottish Water and any of its
internal departments, Scottish Water Solutions, Capital Investment Delivery
and their delivery contractors engaged to deliver the Investment programme,
it is anticipated that the vast majority of contracts will be placed directly
by the Third Party Team. Bidders will be required to demonstrate a proven
track record of delivery in a similar environment and experience in managing
key Scottish Environment and Planning Stakeholders and Local Authorities. LOT NO 5 TITLE Pressure
Management Support Services (2010) 1) SHORT DESCRIPTION: The services will cover
providing support for Pressure Management primarily to the Leakage Management
Team for their leakage control activities but also to other parts of Scottish
Water and their Delivery Partners. Services will cover the
establishment of pressure zones, routine inspection and maintenance as well
as investigation and rectification works on the systems. The services will
also cover support for projects on the development and innovations on
pressure management activities and the development of strategies to ensure
regulatory compliance within financial constraints. Clear reports detailing
advice on improvements and other recommendations will be required to be
provided. The operational area
covers all Mainland and Island Envisaged number of
suppliers under this 2) COMMON PROCUREMENT VOCABULARY
(CPV): 71800000. 3) QUANTITY OR SCOPE: Total value of work
during the period of 2010 to 2014, estimate 4 000 000 GBP. Effective pressure
control will be a key factor in Scottish Water achieving its leakage targets and
improving the optimisation and operation of the networks. The framework may be
used to procure, but not limited to, the following: The logging, analysis,
design and proving of potential new zones for pressure management in
accordance with agreed programmes. The routine inspection
and maintenance of all installed pressure control equipment and optimisation
adjustment, as necessary, to ensure performance remains within specification.
Investigation and
rectification of any operational problems reported with pressure management
zones and optimisation adjustment, as necessary, to ensure performance
remains within specification. The analysis, design and
proving of proposals for existing pressure management zones identified as
outside specification, where the existing equipment does not allow adjustment
to meet specification. Managing the
installation of approved pressure management equipment for either new or
replacement sites. The supply, installation
and commissioning of pressure controllers and associated logging and
telemetry equipment for new or replacement sites. Assistance with the
development of strategies and programmes for pressure management activities. Delivery of the pressure
management services will require close liaison with operational staff and the
need to comply with operational procedures while working on the networks. Reports detailing advice
on the suitability of proposed improvements, and other recommendations or
options will be required to be provided for specific schemes. estimated cost excluding
