The Council, in conjunction with Mid Sussex District Council, currently has several arrangements in place for various property repairs and maintenance. These can vary, depending on different departments obtaining the services.

The effectiveness of the current contractual arrangements are being reviewed and consideration is being given as to future requirements and different ways of working. Estimated cost excluding VAT: 1 000 000 pa - depending upon final requirements GBP.

Please note this is not the start of a procurement process. A separate contract notice will be published to cover this requirement. Interested parties should email procurement@crawley.gov.uk in the first instance. It is the intention of the Councils to invite suppliers to a soft market test day to be held in Crawley on 29th or 30th September. The councils wish to test the market relating to water treatment, mechanical, heating and ventilation works, small works (e.g. carpentry, plumbing, roofing), fencing, barriers, locksmiths, electrical / lighting and glazing. The supplier engagement process will be used to gain market knowledge and to shape the councils' future requirements. It is possible that the contract may be divided into lots based on categories and / or geographically and a final decision will be made following the market consultation exercise.

A limited number of suppliers will be invited to participate in the exercise and interested organisations are required to answer the following questions that will enable the Council to assess who should be selected and invited to participate in the market consultation exercise. This will be based on their experience, knowledge and expertise in providing the services outlined, to other similar type organisations:

1. Please provide a brief overview of your company (including company history, number of employees)

2. What property repair and maintenance services does your company provide? (Please consider the following issues in your response: a) Do you meet all of the repair & maintenance requirements of your customers in-house or do you sub-contract? If you sub-contract, which categories? How do you manage your sub-contractors?

b) What is your business capacity?

3. Do you have experience of working with the public or private sector on similar types of contract? If so, please advise which public/private bodies you have worked/ currently work with and describe the nature of your relationship. (i.e. service provider, joint partnership?; the value and period of time)

4. Please advise your annual turnover for 2008/09 specifically on property R&M services.

Your answer should be no more than 3 sides of A4.

Contractors will be expected to deliver services which demonstrate a best value approach as required by the Government. Crawley Borough Council is a public authority within the meaning of the Freedom of Information Act 2000 and all correspondence received will be dealt with in accordance with the Act. It is anticipated that the contract notice relating to the supply of the above specified services will be submitted for publication after the market consultation day. All service providers should respond to this published contract notice even if they have been invited to attend the market consultation.

Organisations who attend the market consultation will not have any advantage over organisations who do not participate in the market consultation.
