The Contract involves the redevelopment of Stockton Sixth Form College. The existing College will be demolished (other than the Sports Hall) and a new College constructed. The awarding authority is inviting expressions of interest from suitably qualified and experienced design and build contractors who wish to be considered for the selected tender list.

Expression must consist of the information detailed in section III.2. Three hard copies of your submission must be returned no later than noon on 26th May 2008.

(6) Provide details, including qualifications, of the person responsible for health and safety in your organisation.

(7) Provide details of all prohibition notices, enforcement notices and prosecutions served by the HSE within the last 3 years.

(8) Provide evidence of implementation of an environmental policy.

(9) Provide a statement confirming that you comply with current sex discrimination Acts, current equal pay Acts, current disabled persons employment Acts, and current race relations Acts and fair employment Orders.

(10) Provide a certificate or declaration demonstrating that the candidate is not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(11) Provide a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) Provide your model structure chart for the project based on a two-stage design and build approach with designer novations.

(4) Provide curriculum vitae for the key personnel likely to be responsible for pre and post contract delivery.

(5) Provide a suitability statement of not more than 1000 words explaining why your company is uniquely qualified to provide the services required of the project, including details of your methods and approach to working and, by reference to examples, the benefits that you could bring to the project.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a 10 calendar-day standstill period from the point of intent to award the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is made. Applicants have 2 working days from the notification of award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the contracting authority. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. The Court may only award damages if the contract has been entered into.
