QUANTITY OR SCOPE OF THE CONTRACT

Total quantity or scope:

 

United Utilities Water plc proposes to award a number of framework contracts for the delivery of its IS capital programme.

The frameworks will broadly cover four different services:

1. IS Consultancy;

2. Infrastructure Services;

3. System Integration

4. Support;

Framework contracts will be awarded to suppliers for one or more of the above services.

All works will be instructed in packages which will be subject to mini competition between the framework holders for the relevant services.

Where appropriate United Utilities would seek to award work package contracts for end to end solution delivery to the successful tenderer as the prime contractor for all four services.

1. IS Consultancy to include

a. Customer Relationship Management

b. Finance and Employee Transformation

c. Supply Chain

d. Shared Services

e. Transformation Consulting

f. Technical Consulting

2. Infrastructure Services to include:

a. Installation/upgrade/replacement of server hardware to support Microsoft Windows Server, Sun Solaris and IBM AIX;

b. Implementation of disaster recovery environments;

c. Installation/upgrade/replacement of network hardware (switches, firewalls and load balancers);

d. Deployment of converged networking technologies (data/voice);

e. Installation/upgrade/replacement of telephony solutions (Nortel, Cisco, Avaya, Siemens).

3. Systems Integration to include:

a. Programme & project management;

b. Business process modelling and requirements capture;

c. Solution analysis and definition

d. Solution design;

e. Solution build, including application build / configuration / customisation / redevelopment,

f. Process/Application integration including both A2A and B2B;

g. Data migration - design, build, test and implement ETL solutions;

h. Testing - full lifecycle (unit, system, integration, user acceptance, performance, disaster recovery, implementation).

i. Experience of SAP (ERP 6, CRM 2007, BI 7, PI 7, ESS/MSS); Database (Oracle 9i/10g, SQL Server 2000/5); BI (SQL Server 2005 BI, SAP BI 7, Business Objects); Integration (SAP PI 7, webMethods 6.5, Microsoft SSIS 2005); Development (ABAP, Java, .NET).

4. Support to include

a. Application support of bespoke and COTS solutions (including SAP);

b. Database support;

c. Infrastructure support (servers, networking, telephony);

Interested parties shall note that the estimated value range referred to in section II.1.4) above is strictly subject to internal UUNW plc and Regulatory approval.

Any frameworks awarded under this notice will be for an initial period of three years. Thereafter there will be an option to extend the framework contracts for a further one year, plus an additional one year following the expiration of the initial one year extension subject to agreement between the parties.

The frameworks will embrace partnering principles to facilitate a collaborative approach to programme delivery. Suppliers will be invited in the Pre Qualification Questionnaire to submit a profile of their experience in partnering style contracts and their proposals for incentives for performance by both United Utilities and the supplier.
