The London Borough of Newham (LBN), the London Thames Gateway Development Corporation (LTGDC) and Birkbeck, University of London, jointly or singly, are seeking a regeneration partner or partners to design, deliver and manage the development of one or more sites to achieve comprehensive mixed use redevelopment, and higher education provision, within the Stratford Island Site which lies immediately to the east of Stratford Tube Station. LOT NO 1 TITLE: South of the Island Site

SHORT DESCRIPTION:

 

The South of the Island Site comprises some 4.7ha (11.7 acres). It is a high profile site situated opposite the entrance to Stratford Regional Station and the bus station. The emerging draft SPD (Supplementary Planning Document) for the area anticipates that an extension to the town centre retail offer, educational and cultural provision, with residential development above would be acceptable. There is a permitted variant to Lot 1, which allows a bid to be made in respect of the site of Lot 1 together with any further part of the Island Site excluding the site of Lot 2. The draft emerging SPD for the town centre envisages educational / mixed-use development would be acceptable here. Birkbeck, University of London has been identified as the land user for the site and for any educational / mixed-use partnership.

The Information Pack and Pre Qualification Questionnaire (PQQ) are available (upon expressing an interest) from the web address or contact point specified in Part I.1 and will be issued to interested applicants from 14.4.2008. Submission of the completed PQQ will need to be made by 12.5.2008 (13:00).

Applicants may make submissions in respect of one or both of the two lots, these being:

Lot 1: The South of Island Site: Potential for development to provide for an extension to the town centre retail offer, educational and cultural provision, with residential development above.

There is a permitted variant to this lot which allows a bid to be made in respect of the site of Lot 1 together with any further part of the Island Site excluding the site of Lot 2.

Lot 2: The Salway Road Site: Potential for development to provide for educational / mixed-use development. Birkbeck, University of London has been identified as the land user for the site and for any educational / mixed-use partnership.

The submission will be used to select a long list of up to five bidders per dialogue who will be invited to participate and submit a bid. A shortlist of, it is envisaged, three bidders per dialogue will be selected to further develop the bids following which selection of a partner or partners will take place.
