DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES: The
contracting authorities will be seeking an innovative private sector partner
or partners to participate and invest in a new Public Private Partnership
vehicle (a "Local Education Partnership" or "LEP") to be
established jointly with some or all of the contracting authorities. The LEP
will provide (or arrange for the provision of) "Partnering
Services", which will include assisting the contracting authorities in
the development and implementation of a strategic investment programme for
educational facilities in and around the Cambridgeshire area consequent upon
the funding provided under the UK Government's BSF Programme. Certain other
facilities may also be included within the strategic investment programme,
including those with a community, health and social care dimension. The
Partnering Services will also include (but not be limited to) a range of
design, other consultancy, facilities management and ICT installation and
maintenance services (including, potentially, provision of WAN facilities),
works of construction, and related provision of supplies, primarily but not exclusively
in relation to Cambridgeshire County Council's education functions and the
schools that it maintains. In some instances Partnering Services may be
delivered through long-term PFI agreements with a separate special purpose
vehicle ("SPV") established by the LEP. The Partnering Services
will be provided by the LEP under a Strategic Partnering Agreement which will
be for a period of 10 years with an option to extend for a further 5 years.
The estimated capital value of the initial projects covered by this
procurement is in the region of £100 million GBP. Further projects
arising in subsequent BSF waves and from any additional services required
within the scope of this contract may result in the total estimated capital
value (including the initial projects) being approximately £700 million
GBP. The County Council also reserves the right to include within the scope
of the contract additional works such as primary and secondary school
construction schemes relating to demographic growth in Cambridgeshire. Estimated

contracting authority on behalf of itself, Partnerships for Schools ("PfS"), BSF Investments LLP, and a number of other
contracting authorities including district, borough, town and parish councils
within the Cambridgeshire area; neighbouring local authorities; the governing
bodies of the following schools within the County of Cambridgeshire and
adjacent areas - (i) community schools (ii)
voluntary aided schools (iii) foundation schools (iv) other maintained
schools; Ely (CofE) and East Anglia (RC) Diocesan
authorities; Academies established or to be established within the lead
authority's area; Cambridgeshire and Peterborough Learning and Skills Council
