QUANTITY OR SCOPE OF THE CONTRACT

Total quantity or scope:

 

The provision of Building Maintenance Services to Cheshire Police Authority locations across the county of Cheshire. (Force Headquarters at Winsford is excluded as this under a PFI). Annual servicing of equipment and plant will be required as well as reactive maintenance on a 24/7 365/366 basis, covering all building, mechanical, electrical and specialist services. Depending of the equipment type and the operational area, response and fix times of 4 hours, 24 hours and 72 hours will be required.

An indication of the equipment and plant types to be covered under this contract is as follows (please note this list is not exhaustive):

1. Air Conditioning and ventilation.

2. Building Management Systems.

3. Boiler Servicing and Gas Testing.

4. CCTV.

5. Emergency Lighting, Fire Alarm, Bomb and Panic Alarms.

6. Gates, barriers and Automatic Doors.

7. Generator Servicing.

8. Heating Controls.

9. Intruder Alarms.

10. Lifts.

11. Lightning Protection.

12. NICEIC.

13. Paxton.

14. Portable and Fixed Appliance Testing.

15. Pressurisation and Booster.

16. Radio Tower Annual Inspection.

17. Safety Equipment.

18. Uninterruptible Power Supply Maintenance.

19. Water Hygiene.

20. Alarms.

21. Gate Intercoms.

22. Drains and Gutters.

The authority is offering this contract in two lots; namely East Cheshire and West Cheshire. East Cheshire will cover the geographic area around Macclesfield, Congleton, Crewe, Winsford, Middlewich, Northwich, Nantwich, Knutsford and Wilmslow. West Cheshire will cover the geographic area around Warrington, Widnes, Runcorn, Ellesmere Port and Chester.

The authority is seeking a suitably qualified and experienced lead contractor for each of the lot areas. The authority will not consider bids for individual premises or service types however a sub-contracting approach will be considered, subject to the tenderer providing satisfactory evidence of performance control arrangements and suitably qualified/experienced staff. The authority acknowledges that certain specialist services will need to be sub-contracted.

The authority will require a first-line helpdesk support service to take all fault calls.

The volume of reactive maintenance calls per annum is approximately 1400 divided approximately equally between east and west areas.

The breakdown of works categories is:

External works 2,6 %,

External elements 22,2 %,

Internal elements 23,39 %,

Electrical 31,03 %,

Mechanical 20,76 %.

Description of these options: There will be the option at the discretion of the authority to extend the contract for 2 periods of 12 months.
