Suffolk County Council Supporting People is seeking to explore alternative means of provided housing support services for people aged 60+ by initiating two pilot projects which it is intended to run for a period of six months. The pilots are aimed at delivering housing support services on a non accommodation based basis to people living in general needs housing, the private rented and owner occupied sectors with the objective of furthering the strategic aim of “Enable older people to remain living in their own home” Bids are invited which incorporate innovative approaches to delivering housing support services to as wide a range of people as possible and which produce robust data which will enable decisions to be taken on the future strategic direction of this service.

Suffolk County Council incorporates a minimum 10-calendar-day standstill period at the point information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the address in point I.1 of this Notice. If an appeal regarding the award of contract has not been successfully resolved; the Public Contracts Regulations 2006 (SI 2006 No 5), provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. Please note that the deadline for requesting, completing and returning all tender documents is 15:00 on Tuesday 06.05.08, any submission received after this time will not be evaluated. Our preference will be to appoint two contractors, one to each pilot, in order that variety of approach can be introduced and evaluated. However we may choose to appoint a single provider to operate both pilots where this can be shown to be advantageous to the project.
