framework agreements for the execution of construction, refurbishment, fit
out and life cycle replacement works for HMRC's

GBP. II.1.5) Short
description of the contract or purchase(s): The HMRC
portfolio was acquired in 2001 following a Public Finance Initiative (PFI)
procurement exercise. This portfolio is known as STEPS (Strategic Transfer of
the Estate to the Private Sector). The
transaction involved the acquisition of freehold and long leasehold
properties and rack-rented leasehold properties under a 20-year purchase and
leaseback agreement. At contract commencement in 2001 this portfolio totalled
1 500 000 m², representing the majority of HMRC's
UK property, including offices, customer contact centres and other facilities
located in 279 towns and cities across the UK. Mapeley
is seeking to conclude framework agreements with suitably qualified design
and build contractors for the execution of construction projects as follows: under
the framework HMRC also intends to act as a Central Purchasing Body - see
Article 11 of the Public Sector Directive (2004/18/EC), with Mapeley as their appointed agent under the STEPS
contract. Mapeley will manage the framework
agreements in their entirety. A
Central Purchasing Body is defined in the Public Contracts Regulations as
"a contracting authority which:acquires goods
or services intended for 1 or more contracting authorities; awards public
contracts intended for 1 or more contracting authorities; or concludes
framework agreements for works and/or goods or services intended for one or
more contracting authorities. The framework is intended to be made available
for use by Central Government departments, local authorities and other UK
Contracting Authorities which are clients and/or tenants of Mapeley. Mapeley will act as HMRC's agent
responsible for the governance and leadership of the framework and will offer
the opportunity of linking similar projects in the region into a programme of
works applying similar methodology and supply chains. Mapeley anticipates that works carried out under the framework
will include the execution of construction, refurbishment, fit out and life
cycle replacement works for its HMRC The
Design and Build Contractors will be required to clearly demonstrate their
commitment to work in an environment of collaboration and co-operation in
order to deliver the total programme over the life of the framework
agreement. The
requirement will include all or part of the following: -
external and internal refurbishment and fit-out of offices, including all
building works, demolitions and alterations, ceilings, partitions, flooring,
decorations, joinery, mechanical and electrical and public health services
etc; - small
new works and alterations; - external works such as works to windows and entrances. Management
and/or co-ordination of sub-contractors, commodity suppliers and other
employer's consultants. There
may also be the potential for private sector bodies to purchase under this

and the supply chain. Mapeley reserves the right
