select the organisation offering the best value by balancing the
skills/experience of the organisations and the cost in terms of the tender
sum. Individual commissions under this Framework will be issued to the most
appropriate organisation in terms of their particular skills, previous

obligations under law the contracting authority undertakes to use its best

FOR APPEAL VI.4.1) Body

will allow a minimum ten calendar day standstill period at the point the
intention to award the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek
further debriefing from the contracting authority before the contract is
concluded. Applicants have two working days from the notification of the
intention to award the contract to request additional debriefing. The
debriefing will be provided no later than three working days before the
expiry of the standstill period. If a challenge to the intention to award the
