The short-listed applicants invited to bid for this contract will be selected on the basis of a questionnaire issued to all applicants responding to this notice. The subsequent process shall seek to select the organisation offering the best value by balancing the skills/experience of the organisations and the cost in terms of the tender sum. Individual commissions under this Framework will be issued to the most appropriate organisation in terms of their particular skills, previous performance and their experience. Subject to the contracting authority's obligations under law the contracting authority undertakes to use its best endeavours to hold confidential any information provided by the applicants during this selection process. If the applicant considers that any of the information submitted is sensitive and should not be disclosed to third parties then this should be stated in writing at the time of submission. Precise information on deadline(s) for lodging appeals: The Contracting Authority will allow a minimum ten calendar day standstill period at the point the intention to award the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is concluded. Applicants have two working days from the notification of the intention to award the contract to request additional debriefing. The debriefing will be provided no later than three working days before the expiry of the standstill period. If a challenge to the intention to award the contract has not been successfully resolved, The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No 1) provide for aggrieved parties to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within three months).
