The Department for International Development (DFID) is seeking Expressions of Interest from suitably qualified service providers to manage a GBP 4 million pilot Financial Education Fund (FEF). The FEF will support the best ideas on how to improve the financial literacy of poor consumers and businesses in Africa. The FEF will fund, on a competitive basis, proposals from government, NGOs, training institutes, industry associations, and consumer bodies for financial education projects which have the potential for rapid scaling up and for replication across other countries. The fund will also be open to innovative applications from the private sector, building on DFID's successful previous experience with challenge funds to back projects that are targeted at the financially excluded, unlikely to take place without public intervention, and potentially have wider economic impacts. Other private and public donors may wish to contribute to the Fund over time and DFID will actively engage with others in this area. The service providers tasks will include but are not limited to; i. developing detailed guidelines and criteria for funding applications; ii. promoting the fund; iii. undertaking professional appraisal of all FEF Concept Notes and Proposals; iv. issuing of all FEF grant agreements; v. checking, authorising and payment of all FEF claims; vi. providing advice and guidance to FEF grant holders; vii. monitoring and evaluation of fund performance and impact; viii. dissemination of lessons learnt; ix. mobilising support from other donors and the private sector. The contract is expected to begin in June/ July 2008 and will run initially for a period of 42 months, with the possibility of a 18 month extension subject to satisfactory performance and a continuing need. Providing the conditions are met DFID may use the negotiated procedure to extend the contract beyond the full 60 month term. Expressions of Interest must be in the form of a Capability Statement of no more than 4 A4 pages demonstrating experience in the following areas: a. a strong general understanding of financial sector issues in Africa, and preferably a good understanding of organisations and private sector institutions working to improve financial literacy; b. an experienced core team able to maintain quality control over the assessment, appraisal and programme management process; c. experience of undertaking appraisal of project proposals and managing grant funding schemes; d. the ability to develop and forge strong relationships with a wide range of stakeholders; g. a good understanding of performance assessment methodologies and practices, preferably some specialist expertise in (1) designing and rolling out grant facilities which leverage private sector resources and (2) evaluating the impact of financial education projects. In addition to the Capability Statement we require the completed Application Form and Abridged CV's. EoIs can be submitted by post, fax or electronically. DFID procurement policy stipulates that Service Providers who are involved in any capacity in the design of a project cannot be invited to compete for the follow-on implementation phase (design includes feasibility studies, drawing up terms of reference for the implementation phase and other preparatory work for the project). DFID will not reply to EoIs unless shortlisted for Invitation to Tender. details of shortlistees will be posted on the DFID website in due course. All UK development aid has been untied since April 2001, which allows service providers from anywhere in the world to bid for DFID contracts.
