company established on behalf of Southampton City Council to deliver the
Millbrook CHPDH project. The project will supply the space heating and
domestic hot water requirements of over 3 000 Council dwellings, nine schools
and a number of other Council buildings. The scheme will also be expanded to
supply the private sector. SSEL is seeking Requests to Participate from
suitably qualified entities to supply heat by means of renewable combined
heat and power to a district heating network to by built and operated by
SSEL. The entity shall be responsible for the design, build, ownership,
operation and maintenance of the renewable CHP plant including the fuel and
power purchase agreements with others. The entity shall also provide the
finance for the construction of the district heating network. II.1.6) Common
