The M25 DBFO project includes the operation and (routine, major and winter) maintenance of the M25 London orbital motorway and the intersecting radial trunkroads within the limits of the Highways Agency's Area 5 (together, approx. 400km); the operation and (routine, major and winter) maintenance of the A282 Dartford-Thurrock Crossings; the design and construction of the widening of approx. 102km of the M25 London orbital motorway; maintenance and refurbishment work on the Bell Common and Hatfield tunnels; in respect of the Dartford Tunnels, implementing measures to meet the requirements of EU Directive 2004/54/EC: Minimum Safety Requirements for Tunnels in the Trans-European Network (the "Tunnels Directive"); further network improvement and safety schemes to the M25, intersecting radial trunk roads and A282 Dartford-Thurrock Crossings (together, the Project Road) over the term of the contract; and the collection of tolls (on behalf of government) on the A282 Dartford-Thurrock Crossings. The Government is committed to considering what is necessary to ensure that effective measures are put in place to lock in the benefits of the widening works referred to above. Integral Demand Management measures desinged to achieve this objective, both across the wider network and specific locations are currently being developed and assessed by the Highways Agency. The Government will also seek innovative proposals from contractors. Depending on the measures Minsters decide should be adopted the DBFO contractors is likely to be required to work with the Highways Agency in the planning and implementation. In addition the project might also include the installation, operation and maintenance of traffic management and control equipment, gantries and/or signing and signalling equipment on any part of the Project Road. The term of the contract is currently expected to be not less than 30 years, with the widening taking around 8 years to complete. Construction work for highways, roads. Road-maintenance works. The estimated construction cost of the widening of approximately 102km of motorway is approximately 1.5 billion GBP. The estimated cost of the maintenance and refurbishment work on the Bell common and Hatfield tunnels is approximately 110 million GBP. The quantum of works on the A282 Dartford-Thurrock Crossings is currently being assessed in light of the Tunnels directive. The HA currently allocates approximately 110 million GBP p.a. for the operation and maintenance of the Project Road. In addition, the HA currently spends approximately 10 million GBP p.a. on network improvement and safety schemes on the Project Road.

It is intended that this contract be awarded in accordance with the UK government's initiative to deliver public services through Public-Private Partnerships (PPP) or the Private Finance initiative (PFI). A pre-qualification document, available on request from the address at I.1), gives further information on the project. It also contains the pre-qualification questionnaire giving details of the information that applicants are required to submit to demonstrate their suitability to prequalify. After a period of consultation with relevant parties the Highways Agency has decided that the motorway widening referred to in this Notice should be procured under a single DBFO contract. In order to ensure best value given the lengthy construction period, the Highways Agency is considering an approach which fixes a price for the later part of the widening works at some stage after contract signature. It is intended that the contract will incorporate a mechanism to allow for the possibility of the future identification and implementation of network improvement and safety schemes on the Project Road n a flexible basis over the duration of the contract term. It is also intended that the contract will include provisions to accommodate any significant changes to the Highways Agency's requirements or methods of operation. The successful bidder will be expected to take part in a funding competition to obtain some or all of the debt finance. The term of the DBFO is currently expected to be not less than 30 years but Bidders may propose variants with different contract durations. The Highways Agency intends to adopt a tender procedure that reduces the number of Bidders in stages. Those applicants which prequalify will be issued with an Invitation to Submit Outline Proposals (ISOP). After evaluating those proposals the Highways Agency intends to issue full tender invitation to 3 short-listed Bidders. The Highways Agency reserves right to not to proceed with the contract at any stage of the tender process. GO reference: GO 05110407/01.
