A development partnership between the London Borough of Barking and Dagenham and a developer/s for the provision of up to 500,000,000 GBP of new build and refurbishment, mixed tenure housing and infrastructure to be completed in phases as a long term project for the Gascoigne Estate in Barking Town Centre in the London Borough of Barking and Dagenham

The Gascoigne Estate is located on the edge of Barking Town Centre and is predominantly a local authority housing estate of approximately 2,400 low, medium and high rise properties. The estate also encompasses a primary school, two community centres, a parade of shops, a health centre, a doctor’s surgery, and a social services family and adult centre. The total area of the estate is some 84.7hectares. It is anticipated that the redevelopment and regeneration programme will increase the density of the estate over a number of years providing a balance of tenures.

The chosen partner will be required to work, within the contract, with the housing authority, elected members, and the community to bring forward a radical urban regeneration programme. The scope of work will include the selection in conjunction with the Barking Town Centre Strategic Partnership of an architect/master planner; means of finance; and implementation of detailed design and construction on council land, of mixed tenure housing along with social infrastructure in accordance with the brief.

This will include demolition and site clearance, the provision of dedicated project staff to work with the council and community groups and training and employment opportunities. This description is not exhaustive and the full tender document will cover in detail all areas of work.

Value:between 400,000,000 and 500,000,000 GBP.

Turning the broad vision into reality and securing profound and lasting change will require significant investment from the private and public sector. The Council believes that the housing element of the process must be a partnership between the public sector, providing the land and the private sector, providing the new homes.

Fundamental to the overall regeneration project is the desire of the Council to create a balanced community alongside the physical regeneration project. It is anticipated that the density of the Estate will increase significantly over the development period, with new private investment generating cross subsidy to allow for the construction of new social housing and the improvement of a limited number of the existing homes. In terms of social housing the Council is looking for a mix of rented housing (including homes for key workers) and shared ownership or similar tenures. The intention is that the Gascoigne Project should be essentially self-financing, both in capital and revenue terms.
