 II.5) Short description: 

A lead consultant is required to project-manage the development of a quality public space known as the Plaza development. The Plaza will form the main approach to a major new hospital development which is being procured separately under the Government's Private Finance Initiative. The plaza will interface with the University of Birmingham Medical School and a new Transport Interchange being developed by Birmingham City Council.

The site to be developed contains the remains of a Roman fort and much of the area has been designated as a Scheduled Ancient Monument by English Heritage.

Although this project is independent of the main hospital scheme, there will be a requirement to liaise with the successful PFI consortia when appointed.

The Plaza site covers approximately 40,000sq.m and is located in Edgbaston, Birmingham.

There will be a requirement to deal with external agencies at a high level.

The scope of the work under this contract is as follows:

design;

preparation of tender specification and contract;

programming and delivery of the scheme;

supervision of construction;

commissioning and handover;

post-completion issues.

NB. The construction is outside the scope of this work.

The successful lead consultant must be available to start immediately with this scheme due to be completed by 2007.

Initially 65 857 could possibly be 200 000.

The most economically advantageous tender in terms of:

demonstrable experience of major civic schemes; knowledge of town and country planning; knowledge of public transport requirements; urban design skills; demonstrable knowledge of working with scheduled ancient monuments; experience of English Heritage; experience of Heritage Lottery Fund applications (second stage); public art liaison; experience of dealing with external agencies at a senior level; experience of coordinating a multi-disciplinary team of external consultants.
