SECTION II: OBJECT OF THE CONTRACT

II.1)  Description

II.1.5) Title attributed to the contract by the contracting authority:  Down and Connor, De La Salle Schools PPP Project.

 

II.1.6) Description/object of the contract:  It is anticipated that the Down and Connor, De La Salle Schools PPP Project will comprise the provision of new accommodation and related services for two grammar schools and two primary schools in Knock and Downpatrick, Carryduff and Portglenone respectively.

The details are as follows:

a) St Joseph’s Primary School, Carryduff – to construct a new primary school for 520 pupils with an approximate internal area of 2 670 m2 (excluding school meals accommodation). In addition, 160 m2 for 52 part-time nursery places must be provided;

b) St Mary’s Primary School, Portglenone – to construct a new primary school for 231-260 pupils with an approximate internal area of at least 1 392 m2 (excluding school meals accommodation). In addition, 160 m2 for 26 part-time nursery places must be provided;

c) Our Lady and St Patrick’s College, Knock – to construct a new school for a long-term enrolment of 1 260 pupils with an approximate internal area of 13 380 m2 (excluding school meals accommodation);

d) St Patrick’s Grammar School, Downpatrick - to construct a new school for a long-term enrolment of 665 pupils with an approximate internal area of 8 515 m2 (excluding school meals accommodation).

The successful contractor will be required to organise, manage and pay for any decant requirements associated with the relocation and construction of the current and new accommodation.

It is expected that the successful contractor will be required to maintain and service the accommodation and facilities over an operating period of approximately 25 years. The services may include buildings and grounds maintenance, catering, caretaking, cleaning, security, utilities and waste and energy management. A decision will be made on the basis of the designated relevant criteria as described in the Invitation to Tender as to which of these services are to be included in, or excluded from, the final contract.

The estimated value of services to be provided for the four schools, excluding construction costs and rates will be approximately 600 000 GBP per annum. Estimated construction costs including professional fees but excluding value added tax and moveable equipment for the four schools is approximately 30 300 000 GBP.

In the event of a delay in award of contract with regard to any of the schools for any reason whatsoever, the contracting authority reserves the right to proceed with a staged award to a single contractor.

III.1.1)  Deposits and guarantees required:  Deposits will not be required. Any guarantees required will be detailed in the tender documents.

 

III.1.2)  Main terms of financing and payment and/or reference to the relevant provisions:  The Down and Connor, De La Salle Schools PPP Project will be procured under the UK Government Public Private Partnership approach. The terms of financing and payment are likely to be based on a performance related unitary payment and be consistent with common practice in schools PPP projects. Further details will be provided in the tender documents and at the invitation to negotiate stage.

 

III.1.3)  Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded:  It is anticipated that a single purpose legal entity will contract with the contracting authorities, however each member of any group venture or consortium may be required to contract on the basis of joint and several liability.
