Additional information: The project is considered suitable for this application of the PFI and has been approved for procurement under the PFI by the UK government's Department for Transport. Applicants who respond to this notice will ultimately be required to make firm proposals for funding the project in accordance with this application and will be expected to bear a significant proportion of risk in the project. The Council has included obligations within the specification and contract conditions relating to workforce matters (see the Code of Practice - Workforce Matters in Local Authority Service Contracts (2003) at www.odpm.gov.uk). These obligations require a contractor to protect terms and conditions (including pensions) of transferring staff and to employ new-joiners working alongside transferred staff to be employed on terms and conditions which are overall no less favourable than those of transferred employees and to give them reasonable pension arrangements. Service providers will be required to take account of these obligations in preparing their tender and negotiating the contract. Full details may be provided on request to the authority. The duration of the contract specified in section II.3 is approximate. The Council does not bind itself to accept the lowest or any tender.
