1.6) Description/object of the contract: Doncaster Metropolitan Borough Council is seeking to establish a public private strategic partnership for the provision of high quality support services to assist in the delivery of its programme of projects aimed to develop the economic regeneration of Doncaster.

The Council's aim is that the public private strategic partnership is developed to assist in the economic growth of Doncaster and the wider region.

 

The Council is to establish a Partnership Board which is to provide strategic advice and guidance to the Council including the overseeing of the Doncaster Development Direction (3D) Executive Team comprising officers from the Council and supported through the proposed partnership with the Strategic Partner. The Partner must be capable of delivering and/or providing the following Services in order to meet the Councils objectives:

 

project management of pre-development/post development processes;

 

financial appraisal of projects and project viability testing and funding advice;

 

business plans and funding applications including market testing of the property market and provision of residual valuations;

 

negotiating complex property transactions;

 

asset and Estate management services;

 

property/housing valuation and marketing;

 

retail and Leisure advice;

 

expertise in Compulsory Purchase;

 

town and Country planning.

 

It is possible that this core range of Services may be expanded to include strategic transport planning advice, economic re-modelling, urban design, ICT and marketing.

 

It is anticipated that the Council will establish a strategic and operational partnership initially for a period of three years with the option to extend the term for a further period of up to 3 years should the Council require to do so. The selected Partner should be in a position to commence delivery of the Services from 1.12.2003.

 

Applicants must have a track record of working successfully in partnership with the public sector.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

III. 1) Conditions relating to the contract

1.1) Deposits and guarantees required: Deposits and guarantees may be required by the Council. Further details will be provided in the Invitation to Negotiate.

1.2) Main terms of financing and payment and/or reference to the relevant provisions: Not applicable.

1.3) Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded: If the contract is awarded to a consortium, applicants will be required to nominate a lead Service Provider with whom the Council can contract, or form themselves into a single legal entity before the contract is awarded. Any skill gaps which will be filled by associates must be identified. The Council may award more than one contract and these may be for all, or part only, of the required services.

2.1) Information concerning the personal situation of the contractor, supplier or service provider and information and formalities necessary for the evaluation of the minimum economic, financial and technical capacity required: Applicants are required to provide the following information:

VI.4) The Council will be holding an Open Day in early July at the Council Offices to provide applicants with the opportunity to meet with the Council and gain a better understanding of the aims and requirements of the Strategic Partnership. Further details of the Open Day are contained in the Preliminary Information Memorandum (See IV.3.2 of Section IV).

 

The Council may require a repetition of Services of up to 50% of the value of the initial contract pursuant to article 11 (3) (e) of Directive 92/50 EEC.
