Description/object of the contract: The Project covers up to eight schools within the primary, secondary and special sector providing places for over 5 000 pupils approximately. In addition there may be two properties included for conversion and use as decanting facilities. The Project is designed to remedy major deficiencies in existing buildgins and thereby provide accomodation that is fit for purpose and able to deliver the curriculum, raise educational standards and contribute to lifelong learning. Good quality design and sustainable buildings are key objectives of the project. Our aim is to develop a partnership in Lewisham between the Council, private sector and other stakeholders for the comprehensive modernisation of school premises to provide efficient comfortable, safe and well-serviced learning environments. |

Total quantity or scope: The contract is for the design, build, operation, maintenance and financing of up to 8 schools through a combination of new build, remodel and/or refurbishment works, of which new build forms a significant element. The appointed contractor(s) will be responsible for the ongoing building and facility management arrangements and ancillary services, including the operation of any leisure/sports facilities associated with the school estate, during the intended 30 year contract period. The Council reserves the right to change the number or type of schools included in the project together with the make-up of the other works, services and supplies included, otherwise the scope of the work is as identified in the above CPV descriptions, which broadly cover the following areas of activity - construction and development; ongoing maintenance; provision of power, heat and lighting; janitorial, cleaning and security services; insurance; other related services but not the school meals service which is provided by others; NB: the maintenance of ICT equipment other than fixed items is excluded. A consortium tender is acceptable, but the contracting authority is seeking a lead contractor/SPV (or similar) type of arrangement structured to meet the requirements of a PFI/PPP contract. |

Additional information: IV.2) Award criteria: as stated in contract documents. Documents obtainable until: 10.6.2003. Variants bids will be accepted to the extend to be identified in the Invitation to Negotiate. Response to Prior Qualification Questionnaire (PPQ): 16.6.2003. Response to Invitation to Submit Outline Proposals (ISOP): 21.7.2003. Qualifications: the authority will require information concerning the tenderers own position and the information and formalities necessary for an appraisal of the minimum standards of economic and financial standing and technical capacity as provided for in Articles 24-29 of Directive 92/50/EEC. A Pre-Qualification Questionnaire and Invitation to Submit Outline Proposals setting out the authority's requirements is available from the address in (1). Prospective tenderers are advised that to meet the intended project timetable it may be necessary to conduct interviews, prior to shortlisting, around the week commencing 28.7.2003. Only those organisations whose PQQ proves satisfactory will be required to submit ISOP details to the Council, although the ISOP will be provided in response to the initial expression of interest. ISOP's will need to be returned to the Council by 21.7.2003, notification of the need to submit an ISOP will be made on or around 30.6.2003. This project is supported by the Department for Education and Skills who have provided a PFI credit of around 60 million GBP. The project has also been endorsed by the Government's Project Review Group. The contract is to awarded (financial close is expected around October 2004) by negotiation under Article 11.2 b and c of Directive 92/50/EEC as at this stage in the development of the scheme it is not possible to identify or specify in any detail the full extent of the works/services etc. required or the method of its provision. As a consequence it is also not possible to identify the likely price of the works and or service to be provided. The contract will be awarded using the criteria of most economically advantageous tender taking into account value for money, affordability, efficient transfer of risk, quality criteria and skills necessary to undertake and provide the intended works and services, also taking into account the Council's duty to obtain best value and achieve the stated outputs of the intended contract. It is the Council's initial view that the proposed contract will result in a transfer of staff under the EC Directive on Acquired Rights (Council Directive 77/187/EEC)) / United Kingdom Transfer of Undertakings (Protection of Employment) Regulations 1981. Bidders will be offered the opportunity to meet individually with the Council's project team to discuss any issues arising during bid preparation together with facilitated site inspections, if required. Bid submission will be made around mid-December 2003 with the preferred bidder being identified around April 2004. Contract award is expected around November 2004 subject to the need to discuss any aspects and details of bids received. |
