Nature and extent of the works, options: CPV: 45214200. The contract is for detailed design and construction services on a partnering basis for a new secondary school to provide initially for 900 pupils in the 11-16 age group. The contractual procurement route for the project is to be on a partnering basis with a principle contractor responsible for completion of the design process and the construction of the buildings and external works including playing fields. The provision of this school is also covered by a recently submitted PFI bid. should that bid be successful, this contract will not proceed. This scheme is subject to final funding arrangements. |

Qualifications: As provided for in Articles 29 to 35 of Directive 92/50/EEC. The criteria will include quality standards, design ability, technical resources and references, financial standing and a track record of providing similar services. Expressions of interest must include: (i) financial capacity: appropriate statements from bankers; presentation of the firm's balance sheets or extracts from the balance sheets, where publication of the balance sheet is required under the law of the country in which the contractor is established; a statement of the firm's overall turnover and the turnover on construction works for the three previous financial years; (ii) design ability and technical capacity: the contractor's and designer's educational and professional qualifications and/or those of the firm's managerial staff and, in particular, those of the persons responsible for carrying out the works; (iii) a list of relevant work carried out over the past 5 years including their value, dates and sites, accompanied by statements of satisfactory execution for the most important work; (iv) a statement of the construction company and the design companies average annual manpower and the number of managerial staff for the past three years; (v) past performance on partnering: a statement from each company showing how their approach to and experience of partnering can benefit the client; (vi) quality assurance: a statement of each companies' QA registration; (vii)health and safety: a statement of each companies' health and safety record over the last 5 years. |

This tendering activity is being conducted under the EC Works Directive 92/50/EEC (restricted procedure). The contract and matters arising out of it will be subject to English Law.
