To provide under HM Government Private Finance Initiative new serviced hospital accommodation (having a capital value currently anticipated to be in the region of UK 80 000 000 GBP (which may include some refurbishment) the services may include cleaning services, portering services, catering services, laundry and linen services, security services, car park services, landscaping and grounds maintenance, creche services, materials/stock management and purchasing, receipt and distribution of clinical goods within the Trust, estates services, including building maintenance and repair, energy management services, utilities and waste management, provision and maintenance of information technology infrastructure, equipment including medical equipment (including equipment refresh), sterile supplies and decontamination services, general transport of patients, staff accommodation, reception services, switchboard services, internal postal services and other ancillary services. The contract may exclude some of these services, or include others, depending upon bidders' proposals and satisfying value for money and affordability issues. Total quantity or scope: the capital cost of the hospital accommodation service is expected to be in the region of 80 000 000 GBP although this may change depending upon detailed proposals; the contracting authority reserves the right not to proceed with the contract or with certain aspects of it; it is currently anticipated that the contract shall be for a period in the region of 30 years following completion of the development of the new facilities. Options: the contracting authority may permit the deferral of detailed proposals in relation to the provision of medical equipment until later stages in the procurement; details will be provided in the PITN documentation; further, the Trust may exclude any proposed service or element of the proposed contract depending upon affordability and value for money. |

The scope and nature of the requirements may be developed and the information set out above may be subject to change. The North Middlesex University Hospital NHS Trust, the contracting authority, is considering procuring a new hospital on a central site location using a single phased development plan as requested by the then Regional Office. The procurement will involve re-provision of around half of the Trust's estate to achieve co-location of services in a modern single facility comprising all emergency services, including A&E, diagnostics, theatres and critical care and a total of 151 beds. The contracting authority, together with the other stakeholders and commissioners in this project (which include Enfield & Haringey Primary Care Trusts) have prepared an Outline business Case (OBC) in relation to the undertaking of such a scheme and the project has received approval from the Trust Board and from Enfield Primary Care Trust, Haringey Primary Care Trust and the North Central London Strategic Health Authority. Arrangements in respect of transfer of employee service contracts and/or secondment of employees will be consistent with law and Department of Health policy. It is possible that the person awarded the contract may not become the employer of all staff engaged in the provision of the services. Procurement timetable: requests for memorandum of information and pre-qualification questionnaire (the "pre-qualification documents") for all bidders who wish to express an interest in the project should be made in writing to the address as above by 15.1.2003; submission of pre-qualification questionnaires must be made by 21.2.2003 to the address as above, and in accordance with the terms of the pre-qualification questionnaire; a bidders open day is scheduled to be held on 21.1.2003, of which further details will be included in the memorandum of information; pre-qualified candidates will be issued with a preliminary invitation to negotiate.
