INNOVATION IN PFI FINANCING: THE TREASURY BUILDING PROJECT

The service contract to be procured is primarily for the provision, management and operation of an internet journey planning system to provide and distribute information via the National Rail web site to passenger enquiries involving train times, fares and the availability of tickets, with an option for the enquirer to be transferred to an independent retailing site in order for the request to be fulfilled. The site will not itself be a retailing or selling site. Current sites which provide a similar, although less comprehensive, function include the existing Railtrack site which receives an average of 60 000 visitors per day, and the National Rail site which currently receives around 11 000 visitors per day. The information to be provided includes train times, including competing services and parallel routes, fares, routes and the availability of tickets where these are subject to a limited quota. Once the enquiry is completed the user is to be offered an option to transfer to an independent retailing site in order for the transaction to be fulfilled. An ATOC scheme group will define the rules for the transfer, however it is envisaged that the journey planning data will be able to be transferred. The service provision will be part of the national rail internet site, which can be found at www.nationalrail.co.uk, and the successful tenderer may be requested to provide hosting for the other parts of the overall site. The system will not replace existing Train Operating Company operated sites, but is expected to work in conjunction with these and other rail retailing sites. It is envisaged that the site will utilize one of the existing, industry accredited journey search engines in order to minimize cost and to reduce the time taken to develop and deliver the service. It is not envisaged that the service will be tendered in parts, however respondents may suggest a collaborative approach, for example in the provision of hosting or design. Respondents should indicate whether they are proposing to offer all the service or whether they propose to seek partners in the delivery of the total package. Award criteria: Respondents should provide an outline request to participate, of not more than 3 pages, including their compliance with the above criteria. Suppliers will be identified on the basis of the most economically advantageous tender based on a demonstration of ability to satisfy the minimum standards as in 13. Suppliers whose request to participate does not comply with or meet all the above criteria will be excluded from any subsequent competition. ATOC reserves the right not to accept the lowest or any tender, and to award the contract in parts over a period of time acceptable to ATOC Reference 'NRES - UK Rail Journey Information Search Engine - 2001' (quote in all communications). |
